    HKS’ Joe Sprague Named to Department of Defense Advisory Panel

    DALLAS, Texas —  Joseph Sprague, FAIA, FACHA, FHFI, has been appointed by the Secretary of Defense, to the Independent Review Panel on Military Medical Construction Standards. The 10-person federal review panel will:

    • Establish objectives to provide independent advice and accommodations to the Secretary of Defense regarding a construction standard for military medical centers to deliver a single standard of care.
    • Determine the standards consistent with industry practices and benchmarks for world-class medical construction.
    • Assess the Department of Defense’s approach to planning and programming facility improvements.

    As a director of health facilities, principal and senior vice president at HKS Inc., Sprague serves as technical adviser on numerous projects. He oversees project execution and provides substantive input in the areas Joe Sprague Final_Rof functional and space planning, master planning and facility design.

    As a former member of the military, he has participated with other HKS veterans in 30 years of military healthcare projects including Fort Hood replacement hospital in Killeen, Texas; Camp Pendleton Naval Hospital in Oceanside, Calif.; Ireland Army Community Hospital in Fort Knox, Ky.; Brooke Army Medical Center in San Antonio, Texas; Fitzsimons Army Medical Center in Aurora, Colo. and Bassett Army Community Hospital in Fort Wainwright, Alaska.

    He has been recognized throughout his career by organizations such as the Center for Health Design, Facility Guidelines Institute and Symposium on Healthcare Design and received a Lifetime Achievement Award from the American College of Healthcare Architects.

    After 20 years of reserve service, Lieutenant Colonel Sprague was selected in 1990 as Commander U.S. Army Health Facility Planning Agency, Reserve. Following that, Sprague served for many years as director of design and construction for the American Hospital Association. In 1984, he joined HKS as senior vice president and director of health facilities.
