The U.S. Department of Veterans Affairs has selected US Federal Properties and Hoefer Welker to lead design and development for the new VA Jacksonville Multispecialty Outpatient Clinic in North Carolina. The 247,700-square-foot, three-story facility will serve approximately 30,000 veterans annually.
The clinic, slated to open in fall 2028, will consolidate four existing smaller VA clinics into a single, comprehensive location. It will introduce services that previously necessitated long trips, including imaging, specialty clinics, women’s health and mental health programs.
The design takes inspiration from North Carolina’s coastal environment, incorporating elements that reflect local dunes, grasses and tidal light. The design features a PACT Neighborhood Layout to shorten staff walking distances and simplify navigation, as well as biophilic design principles with natural light, landscaped courtyards and warm finishes to promote healing and reduce stress for patients.
Built for resilience, the facility includes a hardened envelope, storm-resistant systems and redundant power to withstand coastal weather. Its human-scale design breaks the large structure into smaller wings for an approachable and intuitive feel, and it is equipped with energy-saving systems and water-efficient features.
Additional project team members include Meyer Najem as general contractor, Smith & Boucher/Hoefer Welker as MEP engineer and Bob D. Campbell as structural engineer.
