Agriculture Secretary Vilsack Announces Recovery Act Support for Healthcare Facilities and other Infrastructure

WASHINGTON — Agriculture Secretary Tom Vilsack recently announced 145 investments in 37 states, funded through the American Recovery and Reinvestment Act (Recovery Act), that will create jobs and improve needed infrastructure in rural communities across the nation.


“These Recovery Act projects not only provide needed infrastructure in rural communities, they contribute to the Obama administration’s continued efforts to turn the economy around and create quality jobs,” Vilsack said. “The Recovery Act is working. These projects, and others like them, are contributing to fully restore the American economy while improving the quality of life in towns and small cities throughout the country.”

USDA is assisting rural communities by providing assistance to healthcare facilities. For example, in rural Newkirk, Okla., Fairfax Medical Facilities, Inc. has been selected to receive a funds construct a medical facility that utilizes environmentally “green building” technologies. This structure will support primary healthcare, dental care, behavioral healthcare, and prenatal healthcare.

In Vanceburg, Ky., the Lewis County Public Library has been selected to receive funds for a new building. The library will be fully handicap accessible and will offer the citizens of Lewis County access to advanced technology and allow for the expansion of adult education programs. Lewis County is one of Kentucky’s persistent poverty counties.

In rural Connecticut, the Mohegan Tribe of Indians has been selected to receive a loan to complete construction of the Mohegan Tribal Government Center. The Tribe is building a community center; an educational center; a health administration center; an administration building; and a library. Once completed, the new center will provide essential government services and create an estimated 1,279 jobs for this rural community.

The $167.8 million in Recovery Act projects being announced today are funded through the USDA Rural Development Community Facilities Program and will be matched with $60 million from other sources. Funding of each loan and grant is contingent upon the recipient meeting the conditions of the agreement.

Funding of individual recipients is contingent upon their meeting the terms of the loan or grant agreement. Below is a complete list of the selected recipients:

Alaska

Sunshine Community Health Center: $150,000 loan and $350,000 grant. The funding will be used for a healthcare clinic.

Mount Sanford Tribal Consortium: $562,000 loan and $250,000 grant. The funding will be used to construct a clinic, multi-use facility.

Petersburg Medical Center: $200,000 loan. The funding will be used to renovate a medical clinic.

Yakutat Tlingit Tribe: $250,000 grant. The funding will be used to help construct a new community center for the Senior Services program.

Arizona

Ajo Community Food Bank: $40,000 grant. The funding will be used to purchase cooling and freezing equipment and construct a shade structure.

California

Monterey County: $105,000 grant. The funding will be used to purchase a bookmobile and four computers with internet access.

Kern County: $200,000 grant. The funding will be used to purchase a Book Mobile, computers, and related materials.

Kern County Library: $200,000 grant. The funding will be used to purchase a Book Mobile, computers, and related materials.

Mendocino County Library: $134,000 grant. The funding will be used to purchase a Book Mobile, computers, and related materials.

Siskiyou County Library: $83,420 grant. The funding will be used to renovate a library.

Tulare Local Health Care District: $50,000 grant. The funding will be used to relocate a modular building, develop parking, and landscape.

City of Gustine: $950,000 loan and $94,000 grant. The funding will be used to purchase and renovate a building for use as a City Hall and police department.

Food Bank Coalition of San Luis Obispo County: $15,750 grant. The funding will be used to purchase a refrigerator truck to transport food used in the Food Bank’s program.

Tulare County: $200,000 grant. The funding will be used to renovate a Boys & Girls Club.

Colorado

City of Wray: $47,000 grant. The funding will be used to purchase equipment for the Wray Public Library.

City of Sterling: $30,000 grant. The funding will be used to purchase library equipment.

Mancos Library District: $39,950 grant. The funding will be used to purchase and install solar panels.

Connecticut

Mohegan Tribe of Indians of CT: $5,482,600 loan. The funding will be used to construct a Tribal Educational Center.

Mohegan Tribe of Indians of CT: $1,903,300 loan. The funding will be used to construct a Tribal Educational Center.

Mohegan Tribe of Indians of CT: $5,481,200 loan. The funding will be used to construct a Tribal Educational Center.

Delaware Rural Water Association: $27,500 grant. The funding will be used to construct a 336 square foot addition that will add restrooms to the main facility.

Georgia

Cherokee Regional Library System: $100,000 grant. The funding will be used to purchase and install new Heating, Ventilation, and Air Conditioning (HVAC) equipment.

City of Royston: $50,000 grant. The funding will be used to purchase equipment for a computing center.

Kelly Foundation for Senior Living, Inc.: $4,999,000 loan. The funding will be used to construct a 30-unit assisted living facility.

Community Health Care Systems, Inc.: $727,180 loan. The funding will be used to construct a new healthcare facility.

Union County: $5,099,600 loan. The funding will be used to construct a multi-use community center that will house various local county departments.

City of Ashburn: $25,000 loan and $50,000 grant. The funding will be used to purchase a new backhoe.

City of Winder: $4,919,300 loan. The funding will be used to construct a new public works facility.

Hawaii

Guam Community College Learning Resource Center (Library) Project: $2,250,000 loan. The funding will be used to construct a new learning resource center.

Maui Food Bank: $138,000 grant. The funding will be used to renovate a facility, including a new fire safety sprinkler system, a new roof, and new insulation.

Illinois

Palestine Public Library District: $50,000 grant. The funding will be used to purchase equipment and furnish a new library.

Indiana

Frankfort Community Public Library: $19,640 grant. The funding will be used to purchase furnishings and equipment to improve library services.

Pike County Public Library: $200,000 grant. The funding will be used to purchase equipment and furnish a new library.

Blue River Services, Inc.: $350,000 loan and $172,000 grant. The funding will be used to construct a new handicap service center.

City of Scottsburg: $200,000 grant. The funding will be used to purchase training equipment for a technology, innovation, and entrepreneurship center.

Iowa

City of Clarksville: $150,000 loan and $84,638 grant. The funding will be used to construct additions to a library.

City of Centerville: $77,000 grant. The funding will be used to purchase and equip a single axle dump truck to assist in maintaining city streets.

City of Afton: $108,150 grant. The funding will be used to construct a new community center.

Lewis County Public Library: $1,100,000 loan and $200,000 grant. The funding will be used to construct a new library.

Parish of Catahoula: $150,000 grant. The funding will be used to purchase a new road grader.

Town of Farmerville: $269,100 loan and $144,900 grant. The funding will be used to purchase equipment, including a garbage truck, mowing tractor, packer, excavator, dump truck, and bulldozer.

Maine

Houlton Regional Hospital: $55,000 grant. The funding will be used to renovate a radiology department and install updated scanning equipment.

Maryland

Harford County Board of Education: $150,000 grant. The funding will be used to purchase and install new refrigeration and freezer units.

Massachusetts

Pioneer Valley Chinese Immersion Charter School: $1,250,000 loan. The funding will be used to renovate a school, including new communication equipment and furniture.

Michigan

City of Hancock: $130,000 loan and $50,000 grant. The funding will be used to purchase a new road sander and dump truck.

Houghton County: $19,000 grant. The funding will be used to purchase a new tire service truck.

City of Norway: $95,000 loan and $50,000 grant. The funding will be used to purchase a new street sweeper.

Houghton County: $44,000 grant. The funding will be used to purchase a public works truck to be used by the Road Commission.

Hickory County Library: $1,650 grant. The funding will be used to purchase two computers and two workstation tables.

Mercer County Library: $90,000 loan and $238,000 grant. The funding will be used to construct a new addition for a library and renovate the existing library.

St. Clair County Library: $22,000 grant. The funding will be used to purchase library technology equipment.

Medical Delta Center: $1,300,000 loan and $250,000 grant. The funding will be used to construct a new 7,144 square-foot rural healthclinic.

Kingston Township of Caldwell County: $83,840 grant. The funding will be used to purchase a new motor grader.

City of Senath: $15,000 grant. The funding will be used to purchase a new tractor.

City of Cardwell: $21,000 grant. The funding will be used to purchase a new backhoe.

Citizens Against Domestic Violence, Inc.: $177,000 loan and $100,000 grant. The funding will be used to construct a new 5,400 square-foot domestic violence shelter.

City of Clarkton: $41,200 grant. The funding will be used to purchase a new backhoe.

Duncan Road Association: $36,250 loan and $43,750 grant. The funding will be used to purchase a new motor grader.

Purdin Special Road District Association: $20,000 loan and $90,000 grant. The funding will be used to purchase a road grader.

City of Wheeling: $21,700 grant. The funding will be used to purchase a new tractor, loader, and two mowers.

City of Linneus: $6,000 grant. The funding will be used to purchase a new tractor mower.

Armstrong Community Revitalization Committee: $15,940 loan and $145,980 grant. The funding will be used to construct a building to house the city hall and a community center.

Bowman Rural Road Association: $100,500 loan and $19,500 grant. The funding will be used to purchase Public Works vehicles.

City of Bourbon: $26,300 grant. The funding will be used to purchase Public Works vehicles.

Handi-Shop, Inc.: $19,600 grant. The funding will be used to replace a cardboard baler.

Nebraska

City of Ainsworth: $68,700 grant. The funding will be used to construct an addition to a library.

Pawnee City Public Library: $160,000 loan and $139,000 grant. The funding will be used to construct a new library.

Memorial Community Health, Inc.: $6,700,000 loan. The funding will be used to remodel a hospital.

New Hampshire

Town of Whitefield: $80,000 loan and $170,000 grant. The funding will be used to construct an addition to a library.

Lakes Regions Community Services: $85,100 grant. The funding will be used to purchase three vans capable of transporting disabled patients.

New York

Dansville Public Library: $2,241,000 loan and $275,000 grant. The funding will be used to renovate and expand a library.

Village of Brocton: $50,000 loan and $57,000 grant. The funding will be used to purchase a new ambulance.

Town of Martinsburg: $1,625,600 loan and $100,000 grant. The funding will be used to renovate a highway garage and build a new combination highway garage, town office, and court building.

North Carolina

Southern Wake Academy Charter School: $1,500,000 loan. The funding will be used to purchase land and a modular building for a charter school.

Sampson County (Charles E. Perry Elementary School): $12,400,000 loan and $440,000 grant. The funding will be used to construct a new elementary school.

City of Pembroke: $232,800 loan and $235,000 grant. The funding will be used to renovate and expand the Pembroke Library.

Good Hope Hospital, Inc.: $2,500,000 loan. The funding will be used to construct a 16-bed psychiatric facility.

Murphy Medical Center: $64,700 grant. The funding will be used to purchase medical equipment.

Town of Four Oaks: $221,000 loan and $119,000 grant. The funding will be used to resurface streets.

Town of Faison: $45,000 grant. The funding will be used to purchase wellness center equipment.

Johnston Lee Harnett Community Action: $1,600,000 loan. The funding will be used to construct a new office building that will house administration for various assistance programs for low income families.

Maxton Rescue Squad: $83,000 loan and $100,000 grant. The funding will be used to purchase a medium duty rescue truck and a light tower.

Boys and Girls Club of Eden: $50,700 loan and $27,200 grant. The funding will be used to replace a parking lot, install curbing, and install a lighted sign.

Northampton County Department of Social Services: $6,966,000 loan and $500,000 grant. The funding will be used to construct a new facility to house the Department of Social Services.

City of Clinton: $1,000,000 loan and $455,000 grant. The funding will be used to improve a downtown area, including the relocation of above ground utility to underground.

The Foundation for Duplin County Industrial and Business Development, Inc.: $8,800 grant. The funding will be used to update a computer system.

Mountain Projects, Inc.: $23,000 loan and $4,250 grant. The funding will be used to purchase a four wheel drive hybrid vehicle to serve elderly and otherwise disadvantaged citizens.

Ohio

Ohio Future Farmers of America Camps, Inc.: $194,000 loan and $99,000 grant. The funding will be used to purchase a cabin that will be converted into a retreat center.

St. Luke Lutheran Community Minerva: $56,000 grant. The funding will be used to purchase equipment for a new assisted living facility.

Perry Township: $30,000 grant. The funding will be used to purchase a new dump truck.

Oklahoma

Briggs Public Schools: $12,388 grant. The funding will be used to purchase a school bus.

Guymon Utilities Authority: $3,701,240 loan and $653,160 grant. The funding will be used to construct a library.

Town of Clayton: $93,000 grant. The funding will be used to purchase an ambulance vehicle.

Fairfax Medical Facilities: $2,893,277 loan and $300,000 grant. The funding will be used to construct a green medical clinic.

Mobridge Regional Hospital: $164,500 loan and $30,000 grant. The funding will be used to purchase a new Intensive Care Unit (ICU) monitoring system.

Tennessee

Union County: $488,000 loan and $200,000 grant. The funding will be used to construct a multi-use community center that will house various local county departments.

Texas

Rainbow Land Day Care Center of Palacios, Inc.: $465,000 grant. The funding will be used to construct a new child care facility.

Utah

San Juan Health Services District: $197,750 grant. The funding will be used to construct a new child care facility.

Virginia Technical Institute: $200,000 grant. The funding will be used to purchase lab equipment and classroom furniture.

Augusta Regional Free Clinic, Inc.: $950,000 loan and $50,000 grant. The funding will be used to expand dental services to low-income residents.

Highlands Community Services Board: $50,000 grant. The funding will be used to purchase kitchen and office equipment for the adult day care support program to help patients learn how to properly prepare meals for themselves and become more independent.

Northampton County: $50,000 grant. The funding will be used to purchase an ambulance and equipment.

The Tangier Island Health Foundation: $49,870 grant. The funding will be used to purchase a digital x-ray machine.

Franklin Redevelopment and Housing Authority: $17,690 loan and $21,610 grant. The funding will be used to purchase a handicap accessible van to improve services for handicapped individuals.

Greenville County Industrial Development Authority: $1,700,000 loan and $125,000 grant. The funding will be used to construct an employment enhancement center.

The Southwestern Virginia Second Harvest Food Bank, Inc.: $35,350 grant. The funding will be used to purchase a refrigeration truck and equipment.

Town of Clintwood: $50,000 grant. The funding will be used to purchase a wireless radio telemetry system for a water system.

Drug Abuse Prevention Center: $40,000 grant. The funding will be used to replace a roof, the Heating, Ventilation, and Air Conditioning (HVAC) system, a failing septic system, and upgrade the fire suppression system.

West Virginia

McDowell Public Library: $31,600 grant. The funding will be used to replace a roof.

City of Princeton: $80,000 grant. The funding will be used to replace a roof and purchase a security system, computers, and furniture.

McDowell County Commission on Aging, Inc: $75,000 grant. The funding will be used to purchase vans for Meals-on-Wheels.

Wisconsin

Town of Nashville: $592,500 loan and $200,000 grant. The funding will be used to construct a multi-use community center building.

Village of Tigerton: $48,750 grant. The funding will be used to purchase a street sweeper and a dump truck with a plow.

City of Osseo: $39,600 grant. The funding will be used to purchase a new dump truck and plow.

Village of Iola: $212,000 loan and $130,000 grant. The funding will be used to construct a Public Works Department municipal building.

The USDA Rural Development’s Community Facilities program helps finance essential community facilities for public use in rural areas. These facilities include child care centers, hospitals, medical clinics, assisted-living facilities, fire and rescue stations, police stations, community centers, public buildings and transportation. Through this program, USDA ensures that such facilities are available to all rural residents. President Obama signed The American Recovery and Reinvestment Act of 2009 into law on Feb. 17, 2009. It is designed to jumpstart the nation’s economy, create or save millions of jobs and put a down payment on addressing long-neglected challenges so our country can thrive in the 21st century.
